What happened
During a morning traffic stop, an ICE officer fatally shot Durán Guerrero, 25. Sen. Angus King and family counsel said he was not the target of the administrative warrant; DHS initially framed the stop as targeted surveillance of someone with a final removal order. The shooting—days after Houston’s Salgado killing—prompted reporting that ICE directed officers to largely suspend vehicle stops.
Resistance to arrest
DHS said the vehicle attempted to flee a stop and an officer fired “fearing for public safety”; some officials suggested the car was “weaponized.” Family and Maine officials said he was commuting to work and was not the warrant target. Contested whether this was resistance to a lawful arrest of him versus a mistaken/misdirected stop.
