How to read these records
Inclusion does not decide whether force was lawful. Several cases feature video or later filings that conflict with DHS’s first statements. Where that happens, both accounts are shown. Each card also flags whether resistance to arrest was alleged, disputed, limited to flight, or not part of an arrest attempt—open a record for the fuller note and sources.

Renée Nicole Macklin Good
Minneapolis, Minnesota

During a Twin Cities immigration enforcement surge, Good was in an SUV stopped sideways in the street. Video from bystanders and Ross’s own cellphone shows officers ordering her out and pulling on the door; she briefly reversed, then moved forward and right into traffic. Ross fired from near the front-left of the vehicle, killing her. The shooting sparked national protests and competing claims about self-defense versus unjustified force against a motorist.

Pretti, 37, was filming masked federal agents on Nicollet Avenue when agents tackled him; at least one shot and killed him. The case became the second Minneapolis fatality in immigration operations within weeks and intensified scrutiny of street-level tactics.

Franklin Park, Illinois (Chicago suburb)

ICE agents stopped Villegas González’s car during Chicago-area enforcement operations. Surveillance and bystander video show agents approaching both sides of the car; he backed up then pulled forward. He crashed after being shot and later died. Relatives said he had just dropped children at school/daycare on his way to work.

Starr County, Texas (Rio Grande)

Border Patrol agents spotted people in camouflage on the riverbank west of the Rio Grande City port of entry. As the group scattered, agents tried to apprehend Barboza. DHS said an agent was in an active struggle for about two minutes before opening fire. Barboza was pronounced dead at a hospital.

During a morning traffic stop, an ICE officer fatally shot Durán Guerrero, 25. Sen. Angus King and family counsel said he was not the target of the administrative warrant; DHS initially framed the stop as targeted surveillance of someone with a final removal order. The shooting—days after Houston’s Salgado killing—prompted reporting that ICE directed officers to largely suspend vehicle stops.

ICE agents pulled over Salgado Araujo during an enforcement operation. DHS said he ignored commands, tried to evade arrest, and attempted to ram an agent; he died on the way to a hospital. Family said he was commuting to a construction job. The case became a flashpoint in Mexico’s response to U.S. immigration shootings.

Northridge, Los Angeles, California
Not during an arrest
On New Year’s Eve, an off-duty ICE agent fatally shot Porter, 43, at a Northridge apartment complex where both lived. DHS framed it as an active-shooter response; Porter’s family said he was celebrating by firing a rifle into the air and posed no threat. Included because an ICE agent used deadly force—even though he was off duty.

During a late-night traffic encounter tied to an HSI immigration operation with local police, Martinez was fatally shot. DHS later said he intentionally ran over an agent. Federal involvement was not noticed widely until FOIA records surfaced in February 2026—nearly a year later.

Tohono O’odham Nation (Menagers Dam), Arizona

Border Patrol agents accompanying tribal police responded to a shots-fired call near Mattia’s home on the reservation. CBP said Mattia threw an object and abruptly extended his arm; three agents opened fire. Relatives said he had earlier called Border Patrol about migrants at his home and thought agents were responding to help.

Skeleton Canyon near Douglas, Arizona
Resistance disputed
Two horse-patrol agents intercepted a migrant group northeast of Douglas. Staheli pursued Cruz Marcos, 32; after a struggle in rugged terrain, Staheli shot him. Autopsy showed multiple gunshot wounds. The case drew scrutiny after fellow migrants alleged agents discussed a cover story and moved evidence.

Marimar Martinez
Chicago, Illinois

Martinez, 30, was driving on Chicago’s Southwest Side when a confrontation with Border Patrol agents ended with Exum shooting her. She was hospitalized, later charged with impeding law enforcement; charges were dismissed. Bodycam later released showed agents discussing getting “aggressive” and making contact before a collision and gunfire.

DHS initially described a traffic stop, flight, crash, and a struggle in which Sosa-Celis and neighbors attacked an officer with a shovel/broom before the officer fired. Weeks later, federal prosecutors asked to dismiss charges because newly discovered evidence was “materially inconsistent” with the affidavit and hearing testimony. ICE placed agents on leave over alleged untruthful statements.

Ontario, California

Jimenez, 25, approached officers who were stopping another vehicle near his home. He was shot in the shoulder, drove himself to a hospital, and was later charged with assault on a federal officer. He pleaded not guilty; his lawyers said he was trying to warn officers they were blocking a school bus stop.

Known online as “Richard LA,” Parias was followed from home on an immigration arrest warrant. Officers boxed in his Camry, broke a window, and opened fire amid a struggle over the vehicle. He was charged with assault on a federal officer; a judge later dismissed the charge citing constitutional violations around counsel access and deadlines.

Portland, Oregon

Border Patrol agents conducting a targeted stop shot Nino-Moncada (driver) and Zambrano-Contreras (passenger) in a medical-office parking lot. Both underwent surgery. Nino-Moncada was later charged with aggravated assault on a federal officer; he pleaded not guilty. Oregon officials opened a review of agents’ authority.

ICE officers stopped Garcia-Sorto around 4 a.m. along Interstate 17. DHS said he began to pull away as officers approached and an officer in the vehicle’s path fired twice. Garcia-Sorto was treated for a wound, later released from the hospital, and held in immigration detention; no criminal charges were announced in NBC’s roundup.

Jaime Alanis
Camarillo, California (Glass House Farms)
Flight alleged
During a workplace immigration raid at Glass House Farms, Alanis, 57, fell from a greenhouse roof and broke his neck; he died in a hospital two days later. Relatives said he called family while hiding. Included here because it is a death occurring during an immigration enforcement operation—even though it is not a gunshot case.

ICE officers pulled over a vehicle during what DHS called a targeted, intelligence-based stop. Castro Rivera, 24, fled on foot, tried to cross Interstate 264, and was fatally struck by a Ford pickup. An ICE officer administered CPR; he was pronounced dead at the scene.

Monrovia, California
Flight alleged
As federal immigration agents arrived at a Monrovia Home Depot, Montoya Valdez, 52, ran, crossed onto the eastbound 210 Freeway, and was struck by an SUV traveling about 60 mph. He died at a hospital. Local officials tied the flight to the raid; DHS said agents were not pursuing him.
