What happened
ICE officers pulled over a vehicle during what DHS called a targeted, intelligence-based stop. Castro Rivera, 24, fled on foot, tried to cross Interstate 264, and was fatally struck by a Ford pickup. An ICE officer administered CPR; he was pronounced dead at the scene.
Resistance to arrest
DHS said Castro Rivera “resisted heavily and fled” on foot from a targeted ICE vehicle stop, then was struck by a truck on the interstate. The death resulted from flight into traffic, not officer gunfire. Virginia State Police said they were not part of a pursuit.
